What makes the changes? I'm assuming most would be in the Chip, and maybe throttle sizes?

The biggest improvement in power production was redesigning the heads and intake. The newer vics get the P.I.(performance improved) heads, intake and cams to match. Can't tell you exactly what year the P.I.'s came out in produstion but I know my 2003 has the P.I. stuff.

The P.I. heads came out in '99

Several enhancements improving HP were introduced over the years. Performance Improved heads were introduced in 2001. In 2003, the knock sensor allowed for more agressive timing, and in 2004 a new MAF sensor was installed.

The PI heads came out in '99, but not all applications received them until '00 and '01, which apparently includes the vics.

Also they went to electronic throttles in '03.
