Ford escort diesel won't start

Hi, I have a '97 Ford escort turbo diesel and it won't start unless I push diesel fuel with the little pump ontop of the fuel filter. Could be the fuel pump? Any ideeas are wellcomed.

Has the fuel filter element been changed?
