99 galant

i have a question anbout cold air intakes and brakes. first of all i have a 99 4 cylidner 2.4 automatic galant. what would a cold air intake do to it performance wise? how will it help the hp and the gas milage and any suggestion on what kind to get for about 200 or under would be apreciated.

also with the brakes. everything on the car is stock. the brakjes are terribel. i want to get new rotors and pads. 1. wold this help alot if i got bigger slotted or cross drilled rotors? and i have rear drum brakes. do they even brake when i hit the pedal or are they just for the hand brake?
