Non functioning OBD-II connector

I have a 98 Silhouette/Venture with 125K that is having some electrical issues:
1. When I plug in my scan tool to the OBD-II connector, I get nothing. Nada. The scan tool works on other cars. Any suggestions on how to troubleshoot this? What fuse operates the OBD connector?
2. Also on the electrical front, I get some idiot lights that intermittently light up for the ABS. At other times, when I press on the brake pedal, I see a very light glow from both the right and left turn signal arrow on the instrument panel.
3. Finally, the power sliding door doesn't work at all. Tried the fuses and they seem to be OK. What next?

The liter fuse powers the scanner. Check for pending or present abs codes, you will need a scanner capable of doing this. Look for bad gounds in one of the stop lamp bulb circuits. Door issue needs to be checked out for power and continuity to the motor.

The cigarette lighter fuse should be replaced.Thy're on the same circuit.
