1992 problems

I bought a 92 Grand Marquis for cheap, so it has problems, and they've stumped me...
My turn signals don't flash. The light comes on when I move the lever, and everything, but they won't flash. I got to thinking it might have been a bad relay, but I've had 3 different people tell me it's not... any ideas?
When I start from a dead start, like from a stop sign, my throttle has a "lag". Almost like a worn-out leaky carb on an older car... but this has no carb... Somone said something about a TPS, but I thought maybe more along the lines of a dirty injector in the throttle body... this one has me stumped for sure!
Any ideas? anyone else having these problems?

Turn signals. Check to bulbs. they all have to be able to light up. Change the turn signal flasher unit.
Lag. Clean the throttle plate on the back side and the IAC(idle air control). Don't get the cleaner in the electrical motor on the IAC.
