power steering problem

This morning I moved my '04 Mach 1 without starting it. I just needed to get it further down the driveway so I rolled it and muscled the steering wheel to get it where I wanted it. Later on I went to leave for the store and when I pulled out the drive it was EXTREMELY hard to turn and the brakes felt weird. Pulled it back into the drive and noticed steering fluid leaking near the rack. Once I got under the car I realized it is leaking from the hard line that goes into the "boot" on the drivers side. The fluid in the reservior is below the cold mark. It was not low the last time I looked about a week ago.

Does it sound like the rack went bad?

Fill it up and see if it is still leaking.
