Lights / Electrical - pulsate

98 Z Tec Contour with 175,000 miles. I saw this problem listed before with a change of alternator listed as the cure. I let my alternator go until a bearing finally finished it off. I replaced it (in about an hour) and I have the EXACT same pulsating problem. It is really visible while driving at night, in fact it is very annoying. I can see it in ALL dash lights as well as headlights including high beams. Is there a separate voltage regulator? What else should I look for? Where is the main ground wire for the engine located? Any help is appreciated.
