94 airbag?

We have a 94 crown vic PI. the airbag light is flashing a code 51. anyone know what this is?

Diagnostic Monitor Internal Thermal Fuse--Fuse Blown Due to Intermittent Short to Ground

Short to Ground Was Serviced or Is Intermittent

More than likely the module will need to be replaced.
