First BMW buy

Hi,
I am new here and am seeking some advise on buying my first BMW (in fact, my first car). I'm in NY.
I have targeted a used 2000 BMW 323Ci, steptronic with about 78,000 miles on it.
I really like BMW but many friends told me that the running cost will be very high compared to Japanese cars. And I might be better off getting a Honda Civic or Corolla.
Can someone give me an idea of how much are the standard maintenance costs are each year? (such as brake pads, oil change, annual checks etc). I don't need to drive the car to work so i do not expect to use it a lot (my guess is < 7,000 miles per year).
Also, do i HAVE to go to the BMW service center for maintenance services? Can I just get a local garage for these things done? I believe the maintenance costs will be much cheaper.
