Dead OBD2 port= No NYS Inspection

I have a '97 Nissan Altima with a weird problem, the port where you plug in the OBD2 scanner/ NYS emissions port is dead. I went to get my New York State emissions test yesterday and when the tech plugged in the machine it would just say" no vehicle found". So I plugged in my Actron 2 scanner and same thing, " no vehicle found" However; upon plugging in a Snap-On break out box, which is self powered, I was able to read the car, so I'm guessing that the power port pin in the OBD2 port under the dash is dead. So I start looking for fuses, none. Someone tells me the thing is powered off the cigarette lighter fuse, nope fuse is good. Anyone have any ideas or has had the same problem? I'm in the car field 15+ years. So I'm not a new jack, but this one is killing me. Anyone? :banghead:

Well, I just wound up jumping in power from another fuse. It worked, got my inspection.
