Welcome to AF.
Sounds like either a bad climate control head unit or driver's side temperature actuator. The dealer is right, you just about have to tear the dash apart to properly troubleshoot the issue.
BTW - Is this the dual manual climate control system or ACC - digital?

My 99 Regal had this problem around 80K miles.$800 at the dealer, then the compressor went, and the accumulator and then 14 months later it went out again, as did the compressor (covered under warrenty). The last time it went out the car had 100K+ miles on it (Third time was the charm)..I traded the car in. I had spent more than $4K in 2.5 years on A/C work.
Labor was the killer, because the dash had to come out each time.
New car has a simple A/C switch, no dual zone.

Sorry to hear that Old Lar. We've had good luck out of our '99 LS HVAC system. Compressor is starting to make a minor intermittent noise but nothing worth getting into at this point in time. BTW - Over 122K miles to date.
