---88 Z24 Cavalier--- HELP ME OUT

Hey all,
I'm currently looking at a 1988 Chrysler Z24 Cavalier to buy locally and I really fell for the car this morning when I went out to take a look at it. It suits all my needs, but there are a few things that deter me from being 100%.
I just thought I should seek some help from the people who's passion is something I am new to. So here are the things I have on the con list and maybe you guys could help me out by throwing out your expert opinions on them.
Alright so the things that swayed me against it were:
1) There were numerous spots on the exterior where the paint was unsmooth which to me meant that it was rusted and spray bombed over with paint. There was only one spot where you could tell there was an actuall hole rusted through because there was black duct tape covering it (it was inside the trunk on the bottom)
2) When it was taken for a drive, everytime it turned left there was a faint hissing noise coming from the front end (just one of those things you can tell isn't supposed to happen)
3) The steering wheel jostled like it was loose or something.
4) The power windows were kind of sluggish when used. They would roll up/down smoothly for a second or two then start to slow down and struggle furiously to make it the last few inches.
Now I wasn't there looking at it for a long time so I tried my best not to exagerate in describing the problems. The car ran really smoothly (even with the hissing turns).
So maybe you guys can help me out and shed some light on these things and tell me whether or not it would be too big of a waste of time to bother fixing them or if they can be fixed with a little work.
I really like the car, but I wanna make sure it'll like me back..
