01 civic lx p1362 missfire

got a civic 01 and the code 1362 came up on the check engine light. My catalitic converter is glowing red and when i rev it up to 3000 rpm it starts to hesitate and when i drive it will stall...any ideas? i tested the coil packs and they are fine, the plugs are good..
