95 Villager Starting Problem

I need some help with getting my wife's 1995 Villager started. When you turn the key you hear nothing but all of the lights come on the dash. Battery is fully charged and the negative wire from the battery is grounded properly. I removed the starter and had it checked at a shop and it was determined to be working properly.
Could this be a relay problem or a transmission position sensor problem?
For many months, after putting the Villager in park and removing the key, the warning bell would ding when you opened the door to exit or enter the vehicle. If you forced the transmission lever up further in park it would then go out. Could this be an indication that the transmission position sensor possibly went out?
If a relay is the problem, which one is it? And, is there any way to test a relay or do you just replace it? I need to reinstall the transmission and get it off the street soon so I am looking at having a tow truck come if I can't figure this out soon. Any help would be appreciated.

It could be the tranny position sensor, try putting the tranny in neutral and then try starting it, or move the shifter a few times then trying to start it. Also are you hereing the fuel pump start when you turn the key on? Check your fuses.
