Way to high idle, 3000rpm? on 89 bird

It started out what seemed to be fairly simple. Idle went up a few hundred RPM. I could cruise down the road without my foot on the pedal. Now after I got under the hood I removed the cable to the idle air valve and the RPM went real high. Maybe 3000 Rpm. Can't really say because there is no tach on the car. I checked the valve off the car and it was functioning but thru a self induced slip I shorted out the valve and had to buy a new one, still did not fix the problem. The butteryfly on the feed horn is closed and all of the air is going thru the idle air valve. I'm at a loss to the fix for this.

with the car off, spray some WD-40 on the throttle arm on the throttle body and move it around it may be stuck.

well put the idle air valve back on it for starters thats what helps regulate the idle, take some chem tool and clean the idle air valve/sensor put that back on and attach your cable. If it is still doing this i would spray the chem tool on all of your vacuum lines to check for leaks. Then if still nothing try the idle speed screw should be on the throttle body when you turn it either left or right (assuming you have/find it) it should effect the idle and adjust accordingly. Other than these tests i have no clue.

OK, here is what is going on as of right now. I had to put a new IAC in because I did in the old one. There is 12 volts going to it when the car is on. Now,whether I pull the plug on or off of the IAC I have the same symptoms (way to high of idle) If I put my finger over the input of the IAC I can drop the idle right down to nothing and stall the engine. It makes no sense to me whether the 12 volts is on or off to the IAC, it does not change the symptom. What I have done for now is turn the IAC around and was able to drop the idle down to where I can adjust the butterfly and get a normal idle out of it. The only problem with this is getting it started in the morning, it takes a lot of cranking and does a lot of stumbling before the idle smooths out. Anybody out there have a manual that explains the start-up procedure?
