Rust spots

i want to fix the rust spots on my del sol...there is one on the fender/wheel well by the back bumper that is pretty bad and one near the side skirt. whats the easiest way to fix that? i was thinking sand all the rust spots down and maybe weld or fibreglass it? any suggestions?
