95 Contour anit lock and traction lock issues

Hi, I have a 95 Contour with anti-lock and traction control. Everytime its washed, rains, or just gets near water I start having issues with the traction control light coming on and the front brakes getting set while going down the road. If the car is dry for a few days the problem crops up once in a while but after a rain you can start the car, drive off and it immediately sets the front brakes and tries to stop you. Turning on the trac control switch helps but after about a block the traction control light and the anti lock lights come on.
This will also coincide with the transmission having hard shifts and sometimes the transmission will runaway or act like it goes into neutral. I have a Snap on scanner but not a anti lock scanner to pull any codes. I did notice wiring to sensors are brittle and I found some bare wires at the plugs, I used liquid tape to coat them but the problem hasn't been corrected yet.
I am hoping someone has seen this problem before and can point me in the right direction as its driving me nuts and I can't trust the car with my stepdaughter anymore...
