Wrangler won't start

I am new here, but my 1995 Wrangler Rio Grande, was stolen about a week ago. I got it back and replaced the lock cylinder and the ignition switch. When I tried to start it, it blew the fuse. Replaced the fuse and it did it again. Any suggestions on what to check next?

When did it blow, whoever stole it may have cut the wire to the starter and jumpered it and left it to ground out. Double check all the wiring from the colunm to the starter and ignition circiuts.. There is a harness under the hood, just to the left of the D/S wiper ( facing the vehicle) that runs through the firewall, the starter circuit is there, make sure that they didn't cut any wires in there too.
