i took your advice and used the vom and everything checked out fine nothing in the car is on and the battery is draining in 2 hours or less, but found that when we start the car we can take the key out at will whether the car is running or not so any car key is starting the car is it possible that the car is not turning completely off please give me advice this problem is nerve wrecking or is there any place i can go to have this looked at thanks

I'm hearing you, just having problems grasping this. A battery that drains in 2 hours has to have a load from somewhere.
Have you tried disconnecting the fully charged battery for an overnight period, then re-connecting it in the morning to see if it had retained it's power?
As for the Key On... you would definitely notice all the dash lights on if the systems were not shutting down.
I have no idea if the key on a 1989 was removable in all positions or not. The lock cylinder sounds shot if you can use anything to start the car.
Not real good for security.
