1993 regal 3.8l starting problem

here's what i know so far:
when trying to start the vehichle it turns over irraticly, with very short jerky movements.
when the vehichle is running the battery reads 14 volts so its getting a charge, wether its holding it yet im not sure i have to retrieve my load tester.
but assuming the battery is good and the connections are clean, can anyone tell me what it could be?

the first thing i noticed was it starting with a slight hesitation at first then rolled over no problem. after a couple more starts each one a little worse it now will barely turn over. and its not a slow roll, as i mentioned above its like short jerky movements, ive never seen this before. like its quickly getting short shots of power, and making funny noise at the same time almost like an electrical shorting sound.

I would suspect a bad starter if the battery is good and all connections are clean. Your symptoms are classic signs of a failing starter.
