how to make skirts?

i'm planning to make skirts and revise the front bumper of my subaru legacy wagon, but i don't know where to begin. do i need to glue some styrene pieces for foundation or should i apply the putty directly onto the body then carve it with files? can someone help me please?!

The best way is to form a structure with styrene first then apply putty to fill in areas, provide shape and contours.

This idea had been dancing in my head for a while , you could cut a stem from one of the "trees" and glut it to where the side skirts should be and apply putty to that. I think thats a new idea, because I havent seen anyone do this before.
