Reduced Power warning light

I'll start by giving a thank you for previous advice that was spot on!
I'll try to describe my new problem, about 1 month ago the vehicle began to surge a little while driving at normal cruising speed(65mph) it seemed to ossilate every few seconds, driving around town didn't seem to have a problem. The surging came and went without any rhime or reason, did it one day and weeks later before it would do it again. That changed a week ago, when surging became more pronounced, even scary, during breaking for a light RPMs would jump from 1000 to 2000 causing the car to lunge forward. Also along with the surging the idle would sometimes bounce between 500 and 2000 rpms ossilating every few seconds. A disconcerting bouncing effect.
Sunday after parking a CEL and Reduced Power warnings lit. Later after church restarted and the lights were off. Took it in to my mechanic who checked codes, and found a P1125 code. He cleaned the butterfly on the throttle body and some carbon from the port. The car ran fine for about 30min. and returned to doing the same surging, but without CEL or other faults. Last spring the IMG was changed 3 times (fragile buggers)plus all O2 sensors. Mechanic thinks problem is electrical somewhere in Drive by wire curcuit. Any ideas?:screwy:

I think its the intake manifold gasket. if you are the original owner the dealer will replace it for free under warranty.

he got rid of a long standing problem by cleaning part of the throttel actuator

it's a real good photo how-to. and it sure sounds like it might be your problem given your mechanic's hunch.
