Partly right, but does not explain how jetskis and jetboats can do it.Also, the prop has to push water out from under the boat fast enough to become partially exposed at speed.A submerged prop will not make a rooster tail.

With jetboats and jetskis, there are two ways to achieve a rooster tail. The first is a simple deflector plate fitted behind the jet nozzle that pushes a small portion of the output into the air. On high performance boats and jetskis, the catalytic converter is cooled by water pumped through a water jacket around the exhaust system. The used water can be expelled horizontally from the back of the boat, but is often expelled up into the air for greater visibility.Rooster tails are pretty much a standard feature on Yamaha PWC's.

Another way to do it with a prop driven boat is to adjust the trim on the outdrive. Angle it up, you don't get alot of speed but water does arc quite nicely.

Roosters tails can also be caused by bad gearing, or very fine tuned gearing. And in this case, gearing has to with prop pitch, at least on prop boats. The way they measure prop pitch is by how many inches the prop would move in a substance like jello, where momentum doesn't affect it's travel distance. ON really fast boats, the props are pitched so harshly, they don't grab the water too well when accelerating, this can cause a rooster tail until the boat gets on plain. Slower and bigger boats have a decrease pitch for lower gearing-mainly for pushing large, heavy boats. We bought a motor from my step-bro in law, and his boat was more of a speed boat. It had a flatter, smaller hull, while our boat has a huge bow and draws 12 inches of water standing still. Until we changed the prop, the engine made a rooster tail until we got on plain.
