1998 Mustang 6 cyl.
I don't know what to say about the problem. My first thought is blower motor resistor, but the fan speeds all work, it just doesn't blow cold when at a stop or in city streets but blows cold once you hit the highway with faster speeds. It has been recharge, and I'm not that familiar with mustangs so if you have some info or links that'll be helpful in fixing this problem.

Couple things you should check out.
Check drive belt tension and wear (important for if the tension is not right the compressor may not be gettting the required power to function properly at idle or slow speeds)
Check for leaks in the system, this can be done relatively easy, most refrigerant has a dye added to it (red or green) so check all fittings for such a color. You may also want to have the system running and pour a little water over the fittings and check for bubbles.Brandon Smith
