Fuel problems for F350

I have a 91 F350 with 351 5.8L engine fuel injection. I am not getting fuel from the tank to the engine. I have replaced both fuel pumps. It doesn't seem to be getting power to the fuel pumps. I have checked relay switches and they are good. I have heard about the colission button, but can't find where it is located.
