I have a 2006 cobalt. I love my car.. except for one minor thing...

I bought my car in December.. when I had my heat on my feet were still cold. (yes I had it turned to mix floor and defrost vent) I put my hand down in the floor vent and felt warm air.. so thought okay whatever.
Well now it is summer.. and I can't feel cold air. When I have it on the mixer... the fan sounds like it should be blowing like a tornado.. but it only blows pretty much the same as when it is on 2. If I put it on the dash.. it freezes me out.. but put it on the mix between dash and floor.. or even just on the floor.. it doesn't feel like much air is blowing. I have to basically stick my foot up the vent to feel it. And the sun warms my car up on a hot day while the A/C is on full blast..... unless I put it to the front dash only.
Is this a normal thing for the car?

If the HVAC controls all work; It's hot when you dial hot, cold when you dial cold, the air blows out of the appropriate vent settings you choose, it's fine. This all means your blend-door actuators are working as designed. One thing you might consider w/ the car being over a year old is change out the cabin air filter. It's located behind the glove box door. It's in the manual. A clogged CAF will reduce airflow.

Good advice & usually the easiest to check.

Sorry.. I must of miswrote.. or you misunderstood. I know how the dials work. I was speaking about air flow. I wanted to know if it is normal not to receive much airflow when the knob is either pointed to the foot vent.. or the foot/dash vent even with the air control knob being on 4 (full blast). When turned to just the dash.. air flow is fantastic.. but it gives me a headache.

Airflow does feel greater when sent through the dash vents alone. IMO- it's the way the flow is split up/ducted that makes it feel less out the defrost or floor vents. A general loss of flow would indicate a plugged cabin air filter. Better not to have on in there at all then run a plugged filter.
