Two quick questions, need answer ASAP!

I just need two quick questions answered ASAP regarding a 1985 E350 (that has a few problems) which I might buy:
1. About how much (USD $) does it cost to fix a small transmission oil pan leak?
2. Speedometer is not working, (the van is an ex-corporate one) and so the speedometer has a "special joint" to keep people from tinkering with it (seller told me a "special tool" is needed to take it apart.) Anyone know what tool this would be or if there's another way to get a second speedometer going on it?
