1998 camry rs3000 issue

I just bought this 1998 camry. It did not come with a fob and the LED panel will not light no matter what I try. I have the programming manual and have tried to work the ECU but nothing happens. Every wire is plugged in. Does it have a fuse inside the ECU or under the hood in the fuse box? Do the ECU's go bad and need to be replaced? Any help would great!!! Many thanks.
