1996 sebring a/c problem

Hi, the sebring blows cool then seems like outside air then cool again never cold. fully charged no leaks. no water dripping on the ground. is there a evaporater drain tube and if so does anyone know where it is located? I don't know if this is the problem or not.Can anyone help me out.
