Welcome to AF!!
If the car will run while spraying gas in to the engine then the problem is with fuel delivery. Either a blocked fuel filter or a bad fuel pump. Also it is possible that the fuel pressure regulator is bad and needs replaced but I would put my money on the fuel filter or fuel pump.

Not necessarily. The fuel pressure at the rail only indicates that the pressure is building. Did you check the pressure while the car is running? If it is at 60 psi when the engine is running then the problem is probably with the fuel injector circuit. Check all the wiring to the injectors to make certain that they are in good shape. You can purchase a noid light for a few dollars at a parts store to check them.
