99 Intrepid-New Engine/No start!!!

I have a 99 Intrepid that I have just put a new engine in. The new engine will turn over and everything, but will not crank. Replaced crank and cam sensor. New battery. Dodge dealership is at a loss. They say that the fly wheel is giving an invalid signal from the tone-wheel; during crank RPM's are fluctuating on the DRB tool. There were no cranking problems on old engine. Its getting fuel and spark. Any suggestions please!!!
