location for flasher on 98 voyager

For the life of me I can`t find the flasher for the turn signals,also have another problem air bag light is on cruise does work horn does work,I found a wiring harness under steering wheel witch a think is the problem yes I disconnected the bat,don`t need the air bag in the nose any help would be appreciated

under the dash just left of the steering column,is the fuse block and the flasher is mounted to it.square black block.
as for the air bag might be the clock spring for which there is a recall.

I'll be! Tempfixit - looks like another example of differences within the same generation. On my 96 the flasher (combination flasher) is located as earlyriser stated. Chrysler sure likes to mix it up don't they.
