Operating temp high

Heya everyone. My parents grand am runs at the proper temp on the highway but as soon as u get in the city on a hot day (35-40C i guess like 95-103F) it starts running hotter, like almost to redlining it. I just changed the coolant and thermostat (old coolant wasnt dirty) and its made a slight difference but still runs hotter than it should. Is there anything else i can try?? theres no leaks in the system, intake has been done and no leaks there, if anyone could suggest something that would be awesome.

City driving will make the temps rise during the summer but it shouldnt be red lining.
The fan should come on when engine coolant temperature exceeds approximately 106°C (223°F) - 110°C (230°F).
Is the fan running at this point ??

did you bleed all the air out of the system?check rad for dirt on front between rad and a/c coil?

You didnt mention what year or engine .....
But I'd say you have a flow problem , blockage or something.
Does the heater in the cabin work ?
On the older models if that has a blockage you'll run hot.
Other then that, switch to a 180deg thermostat.
