fuel gauge shows empty when in park

fuel gauge goes to empty when car is put in park and idleing. seems like when i was driving earlier guage showed half tank then later on it showed almost full. what operates fuel gauge? and where is it located?

The fuel level indication at the gauge is controlled by a fuel level sending unit located with the fuel pump assembly in the gas tank.
