the heater in our 1994 transport van will not stop blowing hot air at floor heaters when the heater is shut off not sure how to fix the problem

Sounds like a vaccum hose problem. Not sure where to look, but I believe some one on here will know.

Same problem with my 93.
Their is a small electrical motor that moves a flap or damper to close off the air as you adjust the temp. This motor is below the compartment on the dash. Not the glove compartment . It is the funny one on the dash. Remove the lid and the plastic compartment box. You will see down below the motor. Use a mirror hard to see. Two screws and its out. Replace the motor new or used and you should be back in buisness.

Are you unable to adjust the temperature or the mode ie you only get air out of the floor? Is the hot air actually heated air or is the A/C not owrking? Did the problem recently start, and has anyone done any work in the negine compartment or around the dash?
For starters, check the IGN and hetaer/ac fuses.
