Help with my 1979 rabbit

I have a 1979 VW rabbit.

It tends to miss on i believe to be the first cylinder. I replaced the plugs and the wires. I have gotten a new injector and distributor. Something I have done that I probably should't have is put in those wax ball things to try and make the compression better. I have also added engine rebuild or whatever to try and do the same thing.

I checked the compression and Its low on the first cylinder but not much lower then the rest. Although they are all low at like 105 - 115. the number one is at 95. I added some oil and re-checked #1 and got 160.

Do you think this is bad rings? or could my regulator be faulty? Maybe a collapsed fuel line from the regulator?

I don't really want to change the rings but am up for it since this car is in almost new condition and is all original parts.

Also could I get a 1.7L engine in the same space as the 1.6L or wold i have to make new engine mounts and such?
