I am looking at a Chevy Tahoe Limited Edition to purchase, since there is no Tahoe edition i'll post it here because i think its a Blazer/Tahoe Edition.

Anyway, the engine is a 4.3L Vortec v6, what does the Vortec mean? Is it dependable? Does that make it more powerful? Gas Milage? Any answers would be appreciated.

Seems right. Sounds like you are looking at an early 90s S-10 Blazer. I know some were called Tahoes in that era.

On first gens, the tahoe was an option for the LT trim level. heres a pic to explain the vortec name:

Inside the intake port, just under the intake valve, on the port wall is a spiral ramp that induces a spin in the incoming air. I've seen this on the bench by opening the intake valve .400" then spraying WD40 straight into the middle of the intake port...it actually spun past the intake valve.
