Dodge 96 G.Caravan engine scanner

I am getting tired with the mechanics charging min $80 to scan the engine and adding same to the repairs expenses. I know there are a lot in the market, but need one that can be used with the lap top and gives the meaning of the code.
What is the most user friendly scanner?

For basic code scanning have you tried the key on/key off/key on/key off/ key on method and taking the codes from the CEL? Haynes manual has the codes for you car.
