please help transmission won't down shift??????????

:banghead: :banghead: 90, century, 3.3, when i stop at stop sign or light sometimes my transmission will or won't down shift?? if i manual drop it to low it down shifts fine and i just put it back up to drive and go on. i have had the transmission serviced cleaned no metal shavings but no change either.
