1994 Continental Ex. Series not going over 42 MPH

The Problem: The car will not go over (42MPH), once it get to (42MPH) the transmission goes (voom) and stalls, and will not allow me accelater intill speed drops down to (3-8MPH) or sometime I have to competly stop in order to accelatrate again....

Situation and Actions: At first I thought it was the fact that I was low on transmission fluid, I changed my transmission fliter and pan gasket and refilled it with transmission fluid. So then I begin to look at my linkage spring I tighten that up now it just accelaters faster. So now I am guess it make be the speed-meter but I do not know where it is located.
