daytime running lights to fog light

does anyone know how to re-route the wiring so that the drl module turns on the fog lights instead of the headlights?

Interesting mod but due to the differences in wiring especially color coding and differences in DRL operation between Grand Prix year models ('97-'03) you'll need the GM FSM wiring diagrams for your year to reference. Off the top of my head I am not aware of any published mods. The most popular one is getting the fog lights to stay on with the hi-beams. See link below. Even this one is alot of work.
