Wiper Arm and Blower problems

I have a 1996 Pontiac Grand Am GT 3.1L V6 with about 113,000 miles on it. When I run the windshield wipers, only one of the arms actually goes up and down the windshield (driver side wiper). The other wiper doesn't move at all (passenger side wiper). Does anyone know what this could be? Also, when I turn on the AC, heat, vent or whatever, no air comes through the vent. I have tried all settings and nothing works. Is something wrong with the blower motor? Resister switch?

On the wiper it probly has a broken arm assembly.
Which isnt usualy fitable.
You can find a good used one or a new assembly not sure what they run in your area.
Not real hard to change either.
On the blower check the fuses first, then if they are ok I'd suspect the blower or blower resistor if its not ever been changed.
