84 rabbit gti electrical problems

hey everyone im new to the forums here, im looking at buying an 84 rabbit gti but it is currently suffering an electrical problem that drains the battery. would anybody be able to tell what might be causing this. like the car wont start. under the hood where the water bay holds the leafs and water was like flooded and now the car wont start. i need help with this because i really want to buy this car. also is it worth buying this car even though i will have to pay extra for electrical. i think its a rare car to find and its my dream car. should i go for it and slowly fixer up? thanks.
