I just got my rodeo back from the dealer. They want to charge me $1400 dollars to do a de-carbonization job. It involves taking out the intake and the head. The mechanic said that with this many miles (120.769) that the carbon got so hard, it required a thorough cleaning and breaking the carbon. So the chemical flush would not help . Is this very expensive for doing this sort of thing, would I be better off taking it to an independent shop. any advice would be greatly appreciated.

Sounds like BS to me. Is there some symptom that this treatment is supposed to fix?

Yes. I have a check engine light on. it shows cam sensor, and low EGR flow. If the check engine light is on. I cannot get it inspected. my rodeo also dies during deceleration. The Isuzu mechanic said that is what's causing the engine light to stay on , too much hard carbon build up.

If you have low egr flow then the egr and the EGR pipe needs to be cleaned (not sure where the egr pipe goes on a 2.2L).

All you need is some carb cleaner to clean the egr and to clean the pipe. Also, some pipe cleaners (like you had when you were a kid, to clean out the egr.
