power steering leak

Hey i have a power steering leak coming from the metal line that drops from the engine bay and then bak up. I believe it is there for cooling the fluid. Anyways can i cut that line and splice it together with a 3/8 rubber hose or is there to much pressure?? The car is a 1997. thanks.
