Need Information

I have tbi 350 and the previous owner butchered the wiring harness. I've been thinking about swapping over to carburetion. I live in Texas and where I live the emissions standards are not at all strict. Will the tbi engines operate a mechanical fuel pump, I saw where it had a blockoff plate on the engine. This is purely a project vehicle that will get driven, but I don't really depend on it to get me around. Any suggestions?

It's a 91' c2500 pickup. I tried posting in the truck section, nothing yet. I don't even really think they do a lot of inspecting on the visual inspection, and they don't use a gas analyzer for the nox emissions. I'm just kinda toying with idea of using a carb instead of the tbi. I have not really messed with anything Chevy in years, so I'm trying to get some opinions on this. Remember the wiring harness is butchered, I could replace it but I need a parts chaser pretty quick. (so I can work on my Camaro too!)
