Key cylinder frustration!! Help!!

I posted this on a couple of places here, and just can't get an answer. Is this a stupid question, or doesn't anyone know? I can't figure it out. I have a small problem with my 99 Silverado. When I start the pickup I have to manually pull the key cylinder back to the run position. I can't seem to find out what part is the problem. I have talked to the local dealer service department, but did not get much help. They said it was most likely the ignition switch, so I got one. I removed my old one and checked it for any return spring action. None found. On the new one there was not any return spring action in it either. What part is responsible for returning the key cylinder? I can't seem to find out?

The actual switch is usually down on the column and connected to the cylinder by a rod. The return spring is in the switch not the cylinder.
