RAM Air intake

I just got my son-in-laws 2001 Impreza 2.5RS. The Ram air scoop is non-functional.
Is there a way to make it functional (a kit, perhaps) that anyone knows of? What about removing the cover under the scoop?

That's one of the best ones I've heard.
The scoop is for the intercooler on the WRX models, it was put on the RS to make it more agressive looking.
As for functional, it is functional on the Impreza turbo, on the RS it is simply cosmetic.
There has never been any consideration towards making it 'functional' beyond its original design.
What would you like its function to be?

If you're after a CAI you're better off running the intake pipe to the front of the car.
For cold air to the intake, you can use the side vent on the intake side and put a short ram intake on, there are replacement side vent covers available online which act as a mini hood scope to pull air down into the short ram.
