Ignition module Green Goo

I have a 89' lesabre 3.8 and was wondering what is that extremely sticky bed of green goo that the 6 wires that connect to the Coil Pack lie in? Also was wondering if it is normal to see lots of little bubbles in the green goo like it had boiled or something in the past and it also has run down towards the wire connector that leads to the ECM.

Good timing, our 89 Bonneville is giving us trouble & I had the module off today. The "green goo" in ours had the same bubbles. I've had the module off before & don't remember seeing bubbles. I was going to try the Delco ignition swap but the junkyard gave us the wrong module. He said he'd be there tomorrow morning so hopefully I can get the correct parts & see if it cures our problem. I'll let you know how I make out. I'm assuming your car isn't running right.
