99 malibu brake lights out

so my leftside (right bulb) brake light has been out
i took off taillight and put new sylvia 3057 bulbs in there turned ign. and the fuse burnt
i put old bulbs back in w/new fuse and turned the ign. and fuse burnt again
is it the wiring?
and where should i look to fix it?

First Start by looking at the wiring of the one that goes to the panel in the back of the right tail light maybye the wires have been striped of and it causing the fuse to blow anyways Also it maybe the panel it self maybe it no long good. I had a other problem that ever time I put new bulbs the Brake lights in both side with a week or so the would not work and the wiring was ok and the fuses were ok also the bulbs but it was the panel it self because the panel had rusted in the inside and it would not let light go through
